¿Qué ocurrió?
El 3 y 4 de septiembre de 2025 Ayuda Legal Puerto Rico celebró el séptimo Encuentro Hacia la Recuperación Justa, titulado “Desde aquí: resistir, recuperar y reconstruir”. Dedicamos el espacio a analizar, problematizar y estrategizar desde un contexto de represión y abandono, desde el cual las administraciones actuales asumen la persecución activa de comunidades mientras que dan al traste con andamiajes de seguridad pública, asistencia gubernamental y derechos civiles. Discutimos la pregunta de cómo sería posible una recuperación distinta, con menos fondos de recuperación y ante el desmantelamiento de las agencias de respuesta. Si bien es cierto que FEMA y el gobierno federal le han fallado a Puerto Rico en varios desastres -desde la colonia al huracán María y más allá-, una temporada de desastres sin asistencia representa mayor vulnerabilidad y riesgo. A su vez, se reduce la oportunidad del gobierno local para encarar con seriedad los retos que se avecinan y articular una respuesta verdaderamente local. Aún apostando por la autogestión de grupos y comunidades que asumen con valentía y compromiso la sostenibilidad y seguridad de sus espacios y gente, urge hablar de una recuperación autóctona y de la responsabilidad de quienes están llamados a responder.
Este espacio reunió a personas defensoras y activistas por los derechos humanos, así como a integrantes de organizaciones y promotoras de política pública en Puerto Rico y los Estados Unidos. La actividad consistió de una serie de paneles distribuidos en dos días, así como de una actividad de confraternización y un evento comunitario. El evento se llevó a cabo en españo con interpretación simultánea (inglés y español). La actividad se ofreció de manera gratuita.
What happened?
On September 3-4 Ayuda Legal Puerto Rico hosted the seventh Just Recovery Summit: "Desde aquí: Resist, recover, rebuild." The event provided a space to problematize, strategize and analyze within a context of abandonment and repression set upon us by the current administration as a result of their actions which have undermined the foundations of our public safety, government assistance and civil rights programs. We discussed the answer to the question of how will a different type of recovery will be possible with less funding and the dismantling of our emergency response agencies. Although it's true that, in the past, FEMA and the Federal Government have failed Puerto Rico -since the colonization of PR, hurricane María and further-, a hurricane season without federal assistance represents higher vulnerability and risk. At the same time, the opportunity for the local government to face with seriousness the upcoming challenges and articulate a proper local response has almost disappeared. Even when we are betting on local groups and communities, that have historically faced these issues with bravery and diligence, to take matters into their own hands it is still of the utmost importance to discuss about a homegrown response and the responsibility of those legally obligated to handle these matters.
This space brought together human rights defenders and activists, as well as members of organizations and public policy advocated from Puerto Rico and the United States. The event was comprised of a series of panels spread out throughout two days and will include a community event and a social networking activity. The event was offered free of charge and had simultaneous interpretation to English.
